Congratulations on deciding to run in the United Student Council (USC) elections. We thank you for taking the initiative to make a difference here at Houston Community College.
USC needs dedicated and motivated people who are interested in both the future of Houston Community College and the students who are currently enrolled. If you are that kind of person, USC is definitely the place for you!
The decisions made by USC affect every student on campus, so being part of this organization is an important job and requires quite a bit of commitment. Serving your fellow students and the college via the United Student Council is truly a great educational, social, and political experience.

What you need to know about USC Elections
What is the United Student Council?
The United Student Council is a district-wide student government organization that represents the greater Houston Community College District. Unlike Student Government Associations that are campus-specific, the USC has advisory jurisdiction on matters of concern regarding all HCC locations. The purpose of the United Student is to represent the student body of the entire college. The USC is responsible for maintaining and/or improving the standards of the college district-wide.
Officers must maintain a minimum 2.75 cumulative grade point average. USC Officers serve on college and district committees, assist with district and college events, attend leadership conferences and volunteer in their community.

Available Positions
President
Preside at all meetings of the executive board, general assembly, and any special meetings of this organization. Call all meetings of this organization to order. Call all special general assembly meeting when deemed necessary by the organization, with the assistance of the Executive Board. Prepare all agendas for all regular general assembly meetings of this organization. Appoint the chairs and members of all committees of this organization. Make all interim appointments as needed with the advice and consent of the USC Representatives. Serve as an ex-officio member of all committees, with the exception of the Executive Board where he/she is the chair of the committee. Vote in cases of a tie unless serving on a committee then the President will have full voting rights. Enforce all provisions of the Constitution, By-laws, Robert's Rules of Order (latest edition) and Standing Rules of this organization. Discipline any member as necessary as prescribed in these By-laws. Any serious infractions of system policy will be referred to the appropriate system/college office for disposition. Report student concerns and recommendations monthly at the Board of Trustees meeting and meeting with Vice Chancellor of Student Services. Report student concerns and recommendations to Chancellor when requested. Supervise the work of all committees under his/her direction. Serve as chief spokesperson of the organization. Must attend the Texas Junior College Student Government Association (TJCSGA) Region V- Fall & Spring Regional Meeting. Must attend the Annual Texas Junior College Student Government Association (TJCSGA) Conference.
Vice President
Assume the duties of the of President in the event of the President’s absence, disability, resignation, death, or any other reason that would create an office vacancy. Supervise the work of those committees under his/her direction. Serve as chief advocate for the membership; informing the Executive Board and President of the concerns of the members. Act as chief program coordinator of the Council and coordinate all district wide initiatives including but not limited to: Voter Registration, Community Service, and Semester USC Representative outings. Make an oral report at every meeting. Provide a written version of said report to secretary and Advisors for permanent record. Must attend the Texas Junior College Student Government Association (TJCSGA) Region V- Fall & Spring Regional Meeting. Must attend the Annual Texas Junior College Student Government Association (TJCSGA) Conference.
Secretary
Keep accurate records of all proceedings of this organization. Make and keep a current list of all officers, USC Representatives, and associate members. Make and keep a current list of all officers, USC Representatives, and associate members. List must include attendance record. Forward all papers to the Executive Board members. Call roll and make necessary announcements. Supervise the work of those committees under his/her direction. Act as chief corresponding agent for the Council. Send out copies of the approved proceedings records to all members and each of the organizational Advisors. Send out invitations when requested by the Executive Board. Send out notices of all meetings of the Council, to all members and the Executive Board of the organization. Make an oral report at every meeting. Provide a written version of said report to secretary and Advisors for permanent record. Must attend the Texas Junior College Student Government Association (TJCSGA) Region V- Fall & Spring Regional Meeting. Must attend the Annual Texas Junior College Student Government Association (TJCSGA) Conference.
Treasurer
Be responsible for Council yearly budget. Keep accurate records of said monies at all times. Attend all SFAC meetings and report back decisions, findings, regarding the Student Activity Fee. Prepare a semester budget with the assistance of an Advisor and submit to the Executive Board for approval. Supervise the work of those committees under his/her direction. Make an oral report at every meeting. Provide a written version of said report to secretary and Advisors for permanent record. Must attend the Texas Junior College Student Government Association (TJCSGA) Region V- Fall & Spring Regional Meeting. Must attend the Annual Texas Junior College Student Government Association (TJCSGA) Conference.
Parliamentarian
Act as resource to the President and membership on all questions of parliamentary law/procedure. Have a functional knowledge of parliamentary law/procedure. Have functional knowledge of the policies and procedures of the college system as well as the Constitution, By-laws, Robert's Rules of Order (latest edition) and any standing rules of the Council. Have in hers/his possession at all meetings, copies of the Constitution, By-laws, Robert’s Rules of Order, most current edition, and any standing rules. 6. Act as advisor, to currently enrolled students of this system on disciplinary matters, questions of policy and procedure of this college system. Supervise the work of those committees under his/her direction. Make an oral report at every meeting. Provide a written version of said report to secretary and Advisors for permanent record. Must attend the Texas Junior College Student Government Association (TJCSGA) Region V- Fall & Spring Regional Meeting. Must attend the Annual Texas Junior College Student Government Association (TJCSGA) Conference.
Historian
Keep accurate written records of all events of this organization. Keep photographic record of organizational events. Keep videographic record of organizational events. Keep records of all minutes and financial reports. Produce monthly newsletter. Prepare and present historical United Student Council information to USC President as requested. Supervise the work of those committees under his/her direction. Coordinate requests from HCC TV for student representation. Make an oral report at every meeting. Provide a written version of said report to secretary and Advisors for permanent record. Must attend the Texas Junior College Student Government Association (TJCSGA) Region V- Fall & Spring Regional Meeting. Must attend the Annual Texas Junior College Student Government Association (TJCSGA) Conference.
Online Student Ambassador
Keep in correspondence with any HCC’s administrative online college department. Organize, research, and plan with the Executive Board or designated committee any of the Online college initiatives and efforts. Serve as liaison between Online College and the United Student Council. Make an oral report at every meeting. Provide a written version of said report to secretary and Advisors for permanent record. Must attend the Texas Junior College Student Government Association (TJCSGA) Region V- Fall & Spring Regional Meeting. Must attend the Annual Texas Junior College Student Government Association (TJCSGA) Conference
Qualifications & Eligibility Requirements
All members of the United Student Council must be students in good standing both academically and in matters of student conduct. All candidates’ academic records will be reviewed by the Student Life Department prior to elections. Candidates will be notified immediately should they not be eligible to run for office. Please contact the Advisor(s) to the United Student Council should you have any questions or concerns regarding this matter.
USC Officers (includes appointed positions): Must hold a 2.75 cumulative G.P.A. and maintain the same throughout his/her tenure of office, the candidate must attend and be enrolled in at least 6 credit hours at their respective Houston Community College. All Officers must be able to serve the entire term. All Officers must have been an active SGA member for at least one semester.
A person elected into office, whose GPA falls below the stipulated GPA and/or who is placed on academic probation for one semester, will relinquish all powers and privileges of that office. This will also prohibit them from receiving the selected compensation for their term in office.
Election Day & Election Results Processes
- USC Elections will take place at the annual Leadership Retreat. Only USC Representatives will be allowed to vote.
- All Election events will be facilitated through Election Runner virtually.
- Election results will be announced directly after each vote.
- It is impossible to foresee all possible incidents. Therefore, Student Life reserves the right to make additional decisions. (Vote deductions included)
